DEBIAN 5 - Secure it to host IRC Shell Accounts

Very simple plan here.

I need this debian box runing cpanel secured so when a user is added to the system. they can't run any commands they could normally that would or could cause problems. It's going to be a eggdrop, irc server, bnc, shoutcast, and torrent seed box hosting, with cpanel for domain/web. Just need the server setup by someone who knows an well and can tell me what to chown / chmod so the users i add cannot do anything to harm the system. I don't want them to be able to go in other users dierctorys but i still want them to be able to run and compile what i've listed above. Just basic maybe 1 hour or less with me on irc giving me the commands to [url removed, login to view] things to keep the server safe being a shell hosting box. its a 1gbit monster server. So i can give you an account and own IP for helping to for the lower bidders.

I'm a freebsd guy, I can't secure debian well.
