Controlled compression

For this project I wish to make a compression program with what some have said shared similarities to Huffman coding.

What I want to do is make a list of bytes in order of frequency. Once this is done we start to assign values to the bytes. If there are higher frequencies of some bytes then others compression can be reached. Otherwise either a shuffling algorithm will need to be used or we have reached optimal results with our current algorithms. By calculating estimates I have been able to find that the files I need compressed should be able to be compressed to the levels needed though they will need to be run multiple times using the above method. There are a few extra requirements listed in the uploaded files and more details into the methods used. The reason I have a nda requirement for this project is because it is necessary for those who fund this project.
