Simple Drawing Software

I want a software program that will trace a drawing. The image will imported as a jpeg file.

The traced image needs to print out in any size the user wants and tile the pages if it is bigger than and 8 1/2 by 11.... even if it is 5 feet wide! I want matching lines and the printed pages should be labeled by rows and columns so the user can put the image together.

I want the application to be written in Java so that it will run on both Windows and MAC
