Joomla OR Drupal, Excel - web, Databases, Online forms

Not a big project, but must be knowledgeable.

1) I need someone who knows how to add/create features onto joomla or drupal (edit the code).

2) Someone who is knowledgeable with databases and data entry (online forms).

3) I also need someone who can change skins.

Details:

I have a linux host and domain set up. and I want to install "c i v i C R M" in JOOMLA or in DRUPAL (your choice, both are available for install) and I need to be able to import spreedsheets of information at the same time that we have online forms that can be input into the database (some of these features come with c i v i C R M)

As I understand this is not that much work because a lot of it just installing the joomla or drupal code and doing the changes. So please put up a reasonable price, I will just choose someone who can do all the points and has a decent bid.
