iPad app for web portal acess

I have a web based portal that is accessed by engineers to update however i need this to work remotely via 3g and a signal is not always possible so the app needs to function and syncranise when a connection is lost / regained.

In addition the engineer may need to complete an inspection, this is a gui form that is filled in and sent vai email as a PDF, the form includes images and i would like to be able to attach movie footage too.

Please note there is a very tight dead line to complete
