Build me a mobile app for school study notes

Hi,
I am looking for a freelancer who can help us develop (A-to-Z including wireframming the screens) an Andriod and iOS app similar to this one: [login to view URL]
We wish to provide free study notes to Malaysian students. Our app will include 7 subjects for both Year 10 and Year 11 students.
App should be able to :-
- FREE Registration and password reset (email notification)
- Blast messaging / notification to all users from Admin - message center
- Students can view and read notes - only after login in for FREE
- Admin can add new notes or remove old notes periodically.
- Admin can view list of members and details as well as usage stats.
- Must include successful submission to Play Store and Apple Store
Preferably the Admin has a control panel which allows him/her to add notes or chapters and view the usage statistics (Google Analytics is fine).
We need a push notification as well. The content breakdown is as such:-
Select Subject > Select Year of Study > Select Chapter > Select Sub-topic
The menu items are as such:-
> Home
> Personal Information Update (Name, email, handphone, year of study, state, school)
> Select of 7 subjects
> Notification Archive
