Software which shows content on specific TV / Computer screens within a network

Hello,
I need a piece of software which is connected to a number of TV / Computer Screens.
The software will allow you to drag and drop some video content onto the specific screen you want the content to be shown on e.g. I add in Video 1 and tell it to play on a loop on screens 2, 3, 5 and 7. I add in Video 2 and tell the software to play the content on Screens 1, 4, 6 and 8.
You would also have to be able to set a starting time of the video e.g. 8:30am and how long it will last for 1 hour. Please ask any questions you need to.
We would like to link the screens so that the screens didn't buffer they just played the content without any stops.
