Convert Reference schematics to Altium from PDF

I am looking for a good electronics engineer who can take a reference diagram from TI (ADS1298) and create the following:
1. Schematics in Altium with verification
2. Put the right component values in the parameter field of Altium so that the BOM can be created cleanly.
I am looking at freelancers who have the following:
1. Understand Analog to Digital Design Circuitry and is able to suggest changes improvements to the circuit.
2. Minimized noise and creates the robust circuits.
3. Experience in schematics and electronics design with similar projects in the past.
I am looking only for schematics capture, second project, after the completion of this will be the pcb layout.
