High Speed PCM2AMR Conversion Function

I need a very fast PCM to AMR conversion funtion.

It needs to convert at a rate of 6:1 (i.e. 30 seconds of PCM audio need to be converted to AMR in 5 sec. or less). Performance is metered on the MS Smartphone 2003 platform with on a 300MHz CPU.

The function receives a pointer to a PCM buffer and returns a pointer to the converted AMR buffer. The function is needed in source code for MS Embedded C 4.0.

## Deliverables

1) Complete and fully-functional working program in complete source code of all work done.

2) Deliverables must be in ready-to-compile condition, for use on MS SmartPhone 2003 platform and for MS Embedded C 4.0:

(No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
