Need an expert for solving a project on system simulation.

I'm looking for someone to create a simple app for iOS and Android that will allow me to switch on/off my phone's touchability with a move on the screen. The app should have a single easy start screen with an ad and the ability to run in the background. I have a specific design in mind for the app that will fulfill its main purpose of enhancing my phone's usability. The app should have a simple interface with basic functionalities.
