ADSL Tester Software

I'm looking for a talented software engineer to copy, make small changes to, and personalise adsl/broadband test software I currently use daily as part of my telecoms job. The current software is installed on my laptop and automatically links to adsl test jobs I receive from our service centre, directly to my laptop. Just to explain how that works...I access a main work database and download the next adsl test job details. When I open the adsl tester software, it shows the job number I have just received from the database. The new software would need to: 1. Not link to anything. Be totally stand alone. 2. Have a totally different look to it, so no-one could tell it was a copy of existing software. 3. Perform exactly the same adsl test functions as the existing software. 4. Be password protected. 5. Only work on one computer so buyers of the software could not sell it or share it. I am not sure what progamming skills are required for this, and have no real idea of what this would cost.
