CPC bid prices are a function of Quality Scores (which is a composite of several metrics in itself like your landing pages, expected CTC and Ad relevancy), Current competition on the keywords that you are bidding on. A good strategy to help you here would be to do a detailed review of your keywords and co-relate them to the costs over time, search terms that are triggering them, then throttle strategically on some keywords based on your findings and also find opportunities to bid on long-tail keywords.. The entire process is iterative and generally takes time.
