I can make the device you need using an arduino uno (or a dccduino clone, available on ebay at $7), an arduino ethernet shield (also $7-$8) on ebay and a relay board with 1, 2 or 4 channels (depending on how many switch devices you need) which is available at $2 to $5. The device will be connected via ethernet cable to your lan/internet and accessible via any web browser (desktop computer, hand-held device, mobile phone). I will make and test the software and I'll give you remote access to a real device for testing purposes. After you are happy with it I will send you with all required files, you will buy your own hardware (price for specified items and shipping is about $20 - I'll give you the links to ebay items) and I can also assist you with teamview to program the device. I will not buy hardware to send you a working device due to huge costs which I have to pay for international shipping (in your money, about 2000 INR, which is more than to buy your own parts from ebay)
