Detection and Recognition Code for AR App

I need a Detection and Recognition code written for an AR iOS and Android app. I'm aware of Facial Detection and Recognition, however, I want one made specifically for ground and buildings. I intend to use it to add 3D graphics to them for AR purposes, similarly to how Facial Detection and Recognition is used to add filters (i.e. Snapchat). The challenge is not making people passing by interfere or disfigure the graphics in any way. I have a few solutions for this in mind, but I'm not a programmer, so I wouldn't know how to code it myself. This is phase 1 of an overall project, and I'm on a limited budget. If you believe you can complete this, I'd like to hire you.
