Customize a Wordpress template

I need a wordpress template customized. Its a simple 3 column with header and footer template. I want to have a small area or section editable in the middle top below the header and above and below the middle posting area. I would like to be able to add any html or banners or marque of pictures or any of the widgets or plugins I have to it just like we add any plugins to the sidebars also be able to devide into tables. I want a small editable area just below the header across same as the header width I would like to be able to add some adsense text. I want to be able to just upload the template just like any other wordpress template. I am using wordpress MU and would like to be able to edit it from the presentation > widgets area like we do now with sidebars.
