Conveyor Development - open to bidding

I began a project with another freelancer when suddenly he stopped working on it. He never gave a reason for stopping. I'm now hoping you might like to help complete this project with me. The project has a few parts to it, see what you think. I had a small conveyor designed that drops away. At the bottom of the conveyor is a hole – approx 100mm in diameter. I need a set of arms/joiners to be attached to the conveyor and also connected to a cover covering the hole. When the conveyor first starts to move and its rollers turn, the intention is to lift the cover off the hole and stand it vertically away from the hole. As things move to the end of the conveyor they will drop into the hole. The cover is to remain vertical until the conveyor has completed its operations. Then somehow the arms will reverse its original process and return the cover to its original position. The next part is designing a connection to a water source that enables me to run water along the edge of the conveyor. The conveyor is made up of 2 sections, the first running horizontally and then another section drops away at 220degrees. The intention is to be able to shoot water vertically up to say 300mm from a couple of points along both edges of the horizontal section of the conveyor. The next part of the project is to have compressed air maybe around 30-40psi also to be able to shoot air straight up from points either side of the horizontal section. See what you think and how the best to proceed. There are clear milestones that can be identified, it will just be a matter of cost and how long you think it will take to complete. If this is something you can not do please also tell me upfront so I don't have the same issues as before.
