Create a Vector Map

I need a vector map built of Whistler BC, Canada. The map needs to be from Cheakamus to Emerald Estates. I've attached a simplified map for reference. Layout out similar to the simplified map, as in horizontal, not vertical but with major roads, lakes, parks and golf courses. I also need nieghbourhoods highlighted. I have also attached another map with nieghbourhoods. Ideally the nighbourhoods would have a colour over the area not just the name of the nieghbourhood. Similar to [login to view URL] (attached). I need a layered illustrator file, with neighbourhoods on one layer so it can be turned on and off. The map should be in shades of grey, with the lakes in a light blue and the parks in light green and golf courses in a darker green. All text should be sans serif and should also be on a separate layer. I need this to be a good-looking map. So design is a big factor.
