A GIS-like program for Winsows

Create a GIS-like program for Windows (.NET, JRE) environment. The system should have the functionalities for creating, editing and removing objects, such as city engineering communications (pipes, power stations etc), objects for new buildings, labels and so on, over the offline maps (supposedly OSM). Each object should have fields to store all its information: name, properties, coordinates, category, description, user id who created them, and so on. The objects can be populated from one base class, and be similar, the main thing is that they will have different view and ease in using them. They should resemble lines, points, ovals and rectangles, with respective functions to draw them on the map. The object related information should fully be synchronized with a remote MySQL DB. The software intended to be a multiuser system, i.e. it should have user groups depending on which, the program will decide what permissions have particular user, if he has permissions to add, edit or remove this or that object. The anchoring of the objects should be with using geographical coordinates only. The total maps should have two layers: * Streets (statinc, offline map) * Objects (user created map overlay) The “Streets” layer should have an trigger to show or hide street names, no other map information is needed. There should be a functionality to switch to online map if desired, so the users could have better view, in this case offline map is turned off, but objects overlay stays still on the foreground superimposed on the online map. The coordinate system should comply with those, used in GPS and GLONASS in the distinct Software must be able to show on the map the municipal transport equipped with GPS/GLONASS transmitters. Data should be accessed from “Wialon”. Documentation for the end product is also needed. Software should be written using C# or Java, the source code with all project files, should be given to employer so he would be able to keep it updated and track the bugs. Interface labels should be populated from the code, from some language resource so that I could be able to translate it easily.
