Create Web Data Entry System

I have a website design established with specific styles to produce a consistent look and feel. I now need a data entry component to that website for both the User and back end Administration. Implementations must comply with this existing look and feel, the existing CSS and ASPX structure and framework, and must be done with complete documentation so our internal team of developers can take over continued development and maintenance. There will be multiple phases (basically multiple tables that must be laid out for data entry) but the first table is the most extensive and will create most if not all of the repeatable elements and will further flush out most if not all of the design and implementation decisions that must be made for the project. After the first phase is complete, additional table documents will be provided to complete the project. There are 9 tables in all, most of which are half the size or less than the User table which is what Phase 1 is comprised of.
