Hey there. The software already exists and it covers all your requirements except the bitrate part, but that can be easily scripted with ffmpeg after that (if you desire). So, to recap, I can help you do the following: install software to record shoutcast (only) radio streams, easy to install, cronjob to automatically schedule recording to specified file name WITHOUT being able to specify bitrate, automatically run at boot.
