Hey there I think your task would require multiple filtering e.g. correlation and difference to identify text and then key features of each character to identify it. I understand your project quite well and have done a similar task during my course learning but that was only for the computer made text so of-course it would be a little more complex and there would be a margin of error in hand writing but it can be done quite precisely.
