BlackBerry application needed

Basically what i need is an application that will pull folders and files from my server and display them on a device. When a new file is added to a folder a notification should be placed on that folder (in the application) and also on the homescreen of the device in the notification bar. Please refer to attached image: * This will be the first folder name (As named on server and changeable) ** These will be the files shown inside of the folder (no limit) Will only show .jad files and will show them without extension *** This will be the second folder name (As named on server and changeable) **** These will be the files shown inside of the folder (no limit) Will only show .jad files and will show them without extension This application will need to have some sort of security to it where the user will need an activation code as per their pin number. (would need to know how to go about generating these pins as well) There will not be a limit to the number of folders that are on the application and all files that are inside of the folder should be shown only after the folder name is clicked inside of the application. The layout style i would like is that of what is in the attached image with the colors. More UI instructions will come with the development of the application but the main This is a low budget application but could serve to be the beginning of a long term employment basis through updates and other applications. Also if someone is willing to work on a type of payment plan they would be more apt to receive the job.
