Android and iOS (Xamarin for Visual Studio preferable) applications that will Stream Live Video to Azure Blob storage

We need Android and iOS (Windows Phone is a plus) applications developed using that will be capable of doing following: 1. Stream Live video from phone camera (front or rear based on switch) over Wi-Fi or 3G/4G network to Azure Blob storage. 2. If there is no network connection video should be stored on the phone and then sent to Azure Blob when network connection is back. 3. Application should be protected by some sort of Key that is generated in the Web Application (preferably 6/9 digits random number) and verified when app is run. Verification should be required every 24 hours or so (configurable) and only one device can register using same Key. 4. Along with Video stream application should submit GPS location, IMEI number and Key that was used to register application. GPS precision and polling interval should be configurable to save battery. 5. There should be a simple password protected client website developed using ASP.NET MVC that will allow to view Live and Stored video streams as well as manage Keys. 6. Solution should be able to easily scale to 6000 phones. 7. We will prefer if app is developed using Visual Studio Xamarin (native and not Cordova).
