Application that can catch whatsapp user key and mobile crypted messages

I need an application for android, iphone and windows mobile or at least one of those that can catch the user key used to crypt all messages. Application must also catch all messages and in background and hidden (user cannot see it) shoud send all data to a server or email. Application is for security reason and will be used by police and all law's people. Application should also catch gps position and send it with all other kind of data. I need a company that later can support us in developping same application for all other system (like wechat, viber, facebook message, etc.) and shall be able to maintain the functionallity in the time. Last thing is very important because all kind of system will be of course updated continuosly by owner's companies.
