Create a Mobile Website

I want to create a mobile website, ios and android application where users can a) Create a posting b) Upload images or Take one or more photos using the phone and attach it to the post c) Search for posts using filters d) Some parts of the posting require calls to google javascript maps api e) Ability to publish and un-publish posts f) Login + Registration + Change pwd ability. There are traditional UI screens for point f) and I want them to be made html5 mobile compatible. I prefer f) to be done first, so I get an idea of where we stand before proceeding points a) through e) Prefer some flexibility in the points and requirements but I do not expect a lot of deviation. The server is ready and hosted and has REST apis for everything above, including user login. I have excel mockups for UI flow. I have selected small project, but based on our discussion we can decide a fixed rate for point f) and other points.
