Audio & Video Capture for Website Webcam Service

We require you to create an advanced webcam program, which we will integrate into our website that allows the following: 1). Able to capture multiple camera video feeds from one user. 2). UI enabled, user can Activate/Deactivate each camera video feeds individually. Same for Audio Feed (this could be done by us in HTML or the script that the service is created in later) Example Mic "On" / "Off" button Camera "On" / "Off" button Camera 2 "On" / "Off" button Camera 3 "On" / "Off" button 3). Easily enabling user to select a camera or mic from any device seen by the users computer ie options to activate the built in camera or mic on there computer or external camera or mic via USB, wifi (Wifi Network), IP or sound card etc....seen by there computer. BASICALLY User can direct where the feed (audio or video) comes from as long as it is seen and identified by the users computer. 4). Capture data and in triggered event have the data available to do what we need... for example... stream over tcp or able to process raw data from the event. 5). Compatible with ALL BROWSERS. Please note that this is for live streaming in its simplest terms a website providing a video and audio capture service for there users is the required scripting. We require this to be simple.....with little or no effort for the user. Site is built in ASP.NET Please advise what language you feel is best used to achieve this post requirements.
