Create a Flash Animation Presidential

Hi, I have a client that has a presidential website that would like a flash creation of Obama as a football team. The flash would be interactive which would contain Obama on the right side of the screen in football outfit with the #44 on his jersey. The background will be a football stadium. To the right there would be a schedule of political events that are currently happening-they would be provided. The visitor would click on of the political events and a new page would appear that would display a game field with Obama wearing his jersey on the left side? and his team members which would be 5 or 6 other members of his organization which will also wear jerseys and his opponents on the right side which would be bodies with football jerseys wearing a helmet, but with no actual face. The helmets of his opponents would say a saying such as "Taxes", Recession", etc... when a visitor clicks on the helmet a new screen would open that would display bullet points or? a few paragraphs about that topic. The application would need to be large enough to display on the home page of a website. if all goes well, I will also need for you to use the same concept of above, but it will apply to different scenarios.
