Cash-Based Online Payment Option

This project is to help Africans who do not have credit card facilities to enjoy web services too. We are not trying to generate CREDIT CARD numbers, but our our PIN numbers which somehow would have credit values for our users. The use of the term CREDIT does not in any way imply traditional CREDIT CARD. This involves using local representatives who would sell the Access numbers (Credit Numbers) to the final users (like calling card numbers). Credit Numbers would be generated by system. ** It would be a cash-based prepaid system where Seller prepays before selling and user prepays before using the credit number. Please check attached text for more details. ** **Additional Info for Using Credit **User makes purchase online and system checks account balance against value of products/services being purchased. If enough balance, transaction is initiated and completed. If not enough funds, transaction is terminated. User can add to credit balance by purchasing more number from Seller. Credit balance would show the total credit the user has. Credit balance expires after a specified time. **Summary ** -Sellers would purchase Credit Blocks from Head Office -Users would purchase Credit numbers from Sellers -Sellers would generate credit number for users -Every number generated by a seller is related to the seller's account with Head office -Seller cannot generate TOTAL credit number value greater than seller account balance with head office. -Seller makes payment to head office through a chosen facility and remains the user contact for cash business. Remarks, Your ideas on this would be appreciated. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
