Community Messageboard

I already have a website made. Just need this system to be integrated into it. I want it to be a worldwide community message board. Global: - Login section has to be for whole website (1 login for whole site). - Each user has a mailbox (when message posted etc they can receive notification) - everything needs to be approved DONE: Start off with a world map where you can select your country. On click the map gets more detailed. NEED DOING: Each city will have its own type of messaging board. If there is not one set up for your city, request for one to be created (where admin can create it with a simple form, set individuals to be moderators etc). What all boards contain: I want it to be all ajax like. I found this [login to view URL] It is free and under the GPL. Maybe it can be based on this? (or even phpbb if its aloud). Needs: - photo gallery (album --> then image) - useful links (links, or folder then links) - section for things people want to sell. - message board (topic, messages, replies etc)
