Adwords API Script

Need a script or program to do the following (If script, I think PHP is best, if program then C++? ... not sure which is best): It will communicate with the Google Adwords API and do the following: I will import a keyword list into the program. The program will create adgroups within a campaign. The program will take ONE keyword at a time and create an adgroup. The adgroup will be named the same thing as the keyword. The program will insert a single "GLOBAL" advertisement for each adgroup. The program will query Google's "keywordtool" and insert the original keyword along with all it's variations. The bid price for search/content will be the same. The campaign will be US targetted. The program should create these adgroups with ease by communicating with the Adwords API. Someone with documented Adwords API experience is preferred. I may ask for previous work. Budget for this project is considerably generous depending on the quality of work performed. This project is under a time constraint - it is needed ASAP.
