Write an app to help record checks on tyre rims

We require a software package to assist with our contract for checking tyre rims for defects and wear. series of checks or done on each rim and this data needs to be recorded in an app on a Windows tablet PC and then transmitted in an encrypted form to a central database located at another location. The database must have a web portal where admin users can manage the data and generate reports. More detail is in the attached project brief. The successful bidder will have proven experience in the skills required as well as a high level of English and communication skills.
