Create Online Database

I need someone to create an online database for me. The database would consist of registration codes in one column and another column that would be periodically updated via Excel Macros/VBA coding. Essentially I want to store a list of registration codes for a product I am selling. Users will go to register their version of the product by activating a macro in Excel. Then the macro will search for the registration code in online database. If the registration code matches and the second column is blank, the second column will be updated with a value to indicate the code has been used. I will consider bids for just the database design or the database design and VBA coding. When bidding please indicate what you are bidding for.
