c++ programmer + security expert

I am looking for a programmer who is experienced in c++ and can convert perl/php to c++ with ease. I have a site that needs an application made for it to securely transport information from the site to the persons computer with out them being able to intercept the information. This application has to be very secure and hide all information transfered as there will be people who try to crack it. We are a Gamning site and have to deal with AC's trying to detect our software so this must not only be very secure but very easy to update. Polymorphism is a plus. I need a server side php admin system or a admin client .exe is ok, I will also need the secure application to be the client side which is an .exe ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
