Create Small Test Website

My company, Knilla, is looking to build a site where users can find interesting activities to participate in with those in their network. We are currently looking to build a user test site where I can invite users to test the feasibility of the core concept of the site. I have developed a wireframe of the site as well as downloaded an off the shelf social media platform which I will provide you with upon hire. I will also need to know how to interact with the back end (querying user data, reports of user interests, sending notifications to users on activities they should consider participating in, which friends would be most likely to participate, etc.) We do not need any technology to be able to automatically do this as we will do it manually initially. All the tools to build the test site are here we just need someone with the skill to make it work. I will be asking that you sign an NDA and non Compete Agreement before starting on this job.
