Additions to website and code clean-up

I've created a mock-up front page of a new website using an open source XHTML/CSS template. I'm not a professional programmer so the changes I've made are poorly coded. I need a coder to clean up and optimize the code in the mock-up I've created, and also to make some small changes and additions. Once the front page is complete, you will need to create a few branching pages with the same template. This job is for coding only, no design skill needed. You do NOT need to install the finished site. ## Deliverables CHANGES TO BE MADE TO TEMPLATE: -Addition of 2 link tabs on the top menu. They are "Political Consulting" and "Conventions / Trade Shows" -Remove black bullet points that appear on tabbed links in Firefox. -Make the logo image attach seemlessly to the first tabbed link in the top bar. -On the bottom bar, move the email address to the right side and remove the XHTML/CSS verification links. In place of the email address, add a "Home" text link. -Edit links on top of page: Change "Election Services" to "Election Management", and change "Call Center" to "Communications Solutions". ADDITIONAL PAGES TO BE COMPLETED IN TEMPLATE STYLE: -Staff In this page, the "latest projects" area on the right should be used as a menu. List 10 names and link them all to a sample page that can be customized by me for each person. The sample page should have a 200x130 pixel placeholder image aligned top left in the main text area of the template, with space for text to the right of the image and below it. The sample page should preserve the Staff menu on the right. -Election Management This page should have a menu on the right, in the "latest projects" area. Instead of "latest projects" the header should be "election services". It should have 5 links, all linking to a sample page very similar to the "Staff" sample page, preserving the menu on the right. -Communications Solutions Another page in the same style of the "Election Management" section. Instead of "latest projects", the right menu header should say "communications services". -Political Consulting Another section in the same style as "Election Management" and "Communications Solutions" sections. -Conventions / Trade Shows Another section in the same style as "Election Management" and "Communications Solutions" sections. -Contact Us Simple contact info page NOTES: -The flash banner is just a placeholder and will be redesigned by a professional designer. -The flash banner should only run on the front page. All other pages will have a static jpg banner instead. -The logo is a prototype and will not include the grid in the final version (we will supply you with the final version) 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
