CSS/XHTML Coding from .gif Image (1 page)

I want to get the following .gif image into CSS/XHTML valid coding. I'm running a test on the following template, and would like to see how it looks when it's coded. Please bid if you're an expert CSS/XHTML programmer who understands tabless layouts, etc. Also: Please don't hesitate to bid quickly, as I'll be choosing someone very soon.
