Create a coupon website

I want to create a coupon website with almost features like couponscript.com. Please, read the features on the main page and click on the demo and go through all the features as visitor and clients. And then read my attachment before bid. You can see that I am a serious buyer so please bid as what you can do. Here is process if I accept the bid: 1. First week, you need to done all the HTML prototype (include admin, account manager, business owner and visitor) for complete website and database model. So, we can discuss to change more about this. After we complete this step, I will pay you $30.00 2. After you done implementation of admin function, I will pay you additional $50.00. 3. After you done implementation of Account Manager and Business Owner, I will pay you additional amount that to half of your bid. For example, your bid is $250. First I pay you $30 for HTML, and then $50 for admin features. And now I will pay you: $125 - $30 - $50 = $45. 4. After you done everything and I will spend a week to test. If everything is good, I will pay you the rest. The application should be easy to install on Linux and Window. Please, be creative so you don't violate the copyright of the couponscript.com.
