Auto Creation of m3u file by criteria

Hi, I need script or software which generate m3u file by my criteria...All my mp3's are ordered in folders. I must be able to choose how much time any song can be played in 24 hours, how long time between any repeating of song or artist, if today the song is played at 7.00 AM, tomorrow must be at 1.00 PM for example, next day 6.00 PM - randomly, but not at the same or close time...I need this m3u list to work offline...I do it today for playing every next day from 7.00 AM... I have written script on my server which plays this m3u files without problems....The problem is - I didn't like order...I used a lot of softwares, but there are mistakes...I listen one artist at 7 and and 8 AM for example...If you can show me ready software for this I can pay too...no need to program it from the beginning...I don't need any additional function of Radio and DJ softwares - only generate m3u file by my criteria...So - it must read all folders, i must be able to set criteria of every folder and then the m3u file to be generated...When I do it next day - the software must compare songs to the last 3-4 days to not repeat them same times of the day...Thanks !
