Build Data Service Layer

We have an HTML mockup of a simple webapp (for internal use) that manages sales orders. The orders data is currently stored on a SQL Server 2008 R2 and we need you to build a service layer using REST-styled web services to do the CRUD work. Before doing so, we shall show you the HTML mockups and give you a copy of the DB. You will then build some DTD/Flowcharts and submit to us review. The GUI shall be calling the services via a server-side call to lookup, read, edit, confirm, ship, cancel, fully or partially refund an order. All data shall be returned in JSON to caller properly formatted for GUI. There will be few third-party web services to be called for address verification, obtaining shipping quotes from couriers and creating shipping labels. We shall also give you an Eclipse IDE project with some code that can be used as a starting point to build the service layer. It was built using Java/Spring and works for another simple service layer. We have a list of services / operations with a description of the expected behavior, along with the needed tables. All operations and service calls shall be logged. You will be build in such a way that all operations are tracked and failures i.e. db errors, can be caught, identified and returned to caller. Services shall also be made idempotent so that repeated requests shall not cause any harm to data. No GUI work is to be done, although all data in GUI shall be served by the services.
