Custom UI for windows platform

Looking for individuals/groups to create custom user interface (UI) for windows (7,8,10) platform. This UI will run in place of default windows explorer. The statement of work is as follows: 1) It shall replace default windows explorer 2) It shall have icons for a list of software/apps/games (list will be provided) 3) Each icon will be visible but those icons for which app/software/game is not installed will be greyed out 4) This UI shall automatically detect if a particular app/software/game is installed and shall restore original colour of corresponding icon. 5) If software/app/game is uninstalled the icon shall again be greyed out 6) The input methods acceptable shall be mouse, keyboard, touch screen, game controllers 7) After a software/app/game exits the control will shift back to this UI 8) All the methods to restore default explorer of windows shall be completely removed from windows 9) The default windows load up screens shall be replaced with custom images and animations (images/animations will be provided) Deliverables: An executable for custom UI and detailed documentation to make it function in windows. Documentation will also be required for 8 and 9 item mentioned above.
