Build an online game

Hi My idea is based on a popular game called WOW. The elements that make such a game addictive are as follows: Gaining xp, Leveling, improving gear, socializing, gain more virtual money and rank. I want to incorporate this into another online game, but this is not a game you play using a character. It is based on managing skills and risk taking. The end result is not determined by a who is the better player, but by simulation on the bases of those two skills and more. This game should be played through an application and a website. Since I have no clue how to program, I need help. Also I don't have a huge investment I can make, but I think this game has the potential to make a lot of money.
