Do Not Call Software

I want a program built to be able to scrub data base files, (excel, text, csv, dbase, etc), to comply with our do not call rules in the US. I want a very similar copy (with maybe a minor changes for the best), of the one at the following site: [login to view URL] I want it to be able to process an "unlimited" number of records and phone numbers the fastest possible way. Also, I want it to notify the user of any area codes that they need to subscribe to (that were in the file to be scrubbed but NOT in the government phone file). The program should know that from the area code (phone numbers) that are included in their list to be scrubbed and the numbers that are not included in the government do not call data base. This program will also need complete documentation for the end user and support to us for future problems, bugs, questions, etc..
