call tracking app while roaming for blackberry

I need an blackberry app that tracks the user cost of roaming while using the device overseas. Tracking includes SMS, in coming call, outgoing call, and data usage. Actual screen flow will be provided on project start. Please see the description for the complete requirements. App should support version 4.5 and above. ## Deliverables This app will (only while roaming) Track roaming data usage and which carrier is the user on Track outgoing call usage and which carrier is the user on Track incoming call usage and which carrier is the user on Track SMS usage and which carrier is the user on Based on carrier while using calculate the total cost incurred, and notify user if it exceeds The tracking will only work if the user is on a specific carrier SIM and when user is roaming The user will be notified when more than 50%, 75%, 90%, 100% of budgeted cost is exceeded A database in coma separated format, in .txt format will be provided MCC,MNC,CarrierName,Outgoing$/s,Incoming$/s,Roaming$/kb,$/SMS Whenever there is a change of carrier the user is on, the app will search the database and find the specific “line?? in the .txt file to read the information from, so when user uses call from that specific carrier, a “goto?? call can be used to grab the data and easily update the cost value, without querying the full database.
