Create a Windows service to monitor a MS SQL table and extract data to a text file

I need a program written in vb.net to monitor a table in a SQL database, once a record/records are added with the status "pending" the records should be output to a text file and the status updated to "sent". If there are more than 500 records added as pending in one go, then they should be broken down in to a number of text files. So for example if there are 1900 records added then there should be 4 files, three with 500 records, and one with 400 records, and so on. Once the service has created the text file it should return to monitoring the SQL table for further records. The output textfiles should have unique names based on date/time extracted. The service should create/append to a log file with date/time/number of records processed for each file it creates. The service should use a config file to set the source database parameters such as DSN/connection string, username password, and to set the output folder for the text files. The service can poll the database every 15 seconds for new records. The application should be packaged as a [login to view URL] and should install as a service. Platforms are Windows 2003/8 server.
