VBS script to open New Email from Outlook with UTF-8 in body and subject

I have a visual basic script, which is saved to a file script.vbs. When started, the script calls outlook to open new message dialog, with predefined values for To, Cc, Bcc, Subject, and Body. I need you to modify this script, because there is a problem. The problem is that if the body or subject of the mail message is written in UTF-8, it is not properly added to the new email. The characters are mangled. I need full UTF-8 support, so I need to be able to write UTF-8 characters to both - the body and the subject. It is not possible to read the body or subject from external file, everything must be included in the vbs file itself, because the entire VBS file is generated server-side and is sent to the client so he can open a new message in outlook when he clicks the VBS script. Note: If there is a problem with adding real UTF-8 texts to a VBS script file, I can encode the text using base64, if that is useful for you. The script is below.
