Convert xml structure to another xml structure

I have a configuration file that is written in XML and understood by an application which reads from the XML file. The configuration file may not be pure XML..but in some form of XML. I am migrating to an application that stores its configuration in a different structure. It is similar to the old XML structure but slightly different. I want an application that reads the old config file and translates it into the new XML file.
