Architectural plans for multi-unit dwelling over garage/shop.

I need a building designed. I own a property in Portland, Oregon. The property has an old two-story house on it. My goal is to build multiple new units (3-4) of up to 4BR 2BA each, over a new, subterranean garage and workspace of approximately 2000 sqft. To further complicate matters, I intend to live in the existing house while doing the construction myself, so the house will need to be raised and probably moved within the boundaries of the lot. Finally, I'll be building this project myself, over a couple years, so the design must be done in such a way that I can complete discrete sections of the project and then leave it for a time. I spend six month of the year in Portland and six month in Puerto Rico, so I'd need to lift and move the existing house, excavate and complete the subterranean garage first, set the house back down on the new foundation and then come back and build units over the garage in another year. But we can talk more about that when appropriate. The lot size is just 4500 sqft with dimensions of 50 feet wide x 90 feet deep. According to City of Portland zoning regulations, I can potentially have up to 5 units and build up to 45 feet high on the lot. The Portland zoning regulations offer some variables about what can be built, so whoever I hire must be willing to work with me on researching the possibilities to develop the appropriate building for the site. Ideally, I am looking for an individual or company who can work with me across the entire design and engineering process to create plans ready to submit for permitting to the City of Portland. This project will require a site plan with setbacks and drainage and sewer laterals, complete, detailed architectural plans with all elevations, foundation plan, and comprehensive framing plan with detailed callouts. Plans must be ready to submit to structural engineering in accordance with applicable codes or engineering can be done by the freelancer if qualified. All plans and revisions to be in accordance with applicable codes and zoning restrictions for the local area. Investing your time and my money in an exploratory proposal might be a good way to start, to see if we work well together and are able to communicate design ideas.
