Build a open world online game user editable

Hello, I'd like to embark on the design/creation of a basic game. Open world, first person, and procedurally generated environments/landscapes which can be edited by the player and the changes would stay in the game servers. It's a small personal endeavor that I'd like to spend my free time on, the project would never be 100% finished as no game ever is, that's why the pay is flexible and hourly. The game can change and there is not set guidelines or parameters is basically having fun with it. The developer must have knowledge of: VR Gaming Online support Multiplayer support Server maintenance and creation This doesn't mean it will be needed at first but at some point I'd like to implement features such as Online gaming, and multiplayer on same server.
