Integrating two wordpress templates and PSD + adding some features

Hi I want to make a wordpress website combination of freelancer.com and [login to view URL], but customization of PSD files are required. I want to make some extra features in it. Also, I want high quality work with special, unique effects on the design such as ajax on menus and some other impressive and catchy effects (important point), fully secured , with unlimited users, translation to Arabic (not from google translation, from my content, and you have to make a “doc file” with all the words in the website and send it to me in order to translate it and send it back to you). Full payment integration (Master Card, and Visa) is required.
