AWS Lamda is working very well with S3 event listener. To read the sub folder is not a challenge since the way S3 works is as long as the images uploaded is met certain criteria that we set, it will trigger our lamda function. To read the image and decode PDF417 is not a major task for me. I will be using Java with zxing library to handle this. For your requirement to store into csv is good, however I would suggest to store into database for easy access later if you want to integrate of build system to read the data. It's also good for performance compare to write to csv. We can you DynamoDB since you already use AWS, other than that we can use RDS database provided by AWS to store our record into database like PostgreSQL.
